NIMC AND FRSC TO HARMONIZE DATABASES



In line with President Muhammadu Buhari's directive on August 10 2015, to all agencies involved in collection and usage of biometric data in Nigeria to harmonize the data captured, Director General of the National Identioty Management Commission, Chris Onyemenam on Wenesday this week paid a courtesy call on the Corps Marshal of the Federal Road Safety Commission, Mr Boboye Oyeyemi, at the FRSC Headquarters in Abuja.It will be recalled that the FRSC had made the move recently by releasing a press statement stating its readiness to collaborate with NIMC, in line with President Buhari's directive.

The National Identity Management Commission (NIMC) and Independent National Electoral Commission (INEC) have agreed to immediately commence implementation of the Presidential directive on harmonization and integration of Biometric Data capture by the various government concerned parastatals. To conclusively achieve this, both Commissions have set up a joint technical committee to work out modalities for the seamless integration of INEC Database into the National Identity Database managed by NIMC.

NIMC IS NOT TO BLAME FOR CHAMS MISFORTUNE


The Management of the National Identity Management Commission, NIMC, has read the newspaper report in the Saturday August 22nd, 2015, edition of Thisday Newspapers in which the founding Managing Director of Chams Plc, Mr. Demola Aladekomo claimed that Chams City Project, spread across Abuja, Portharcourt, Benin City and Lagos are folding up, having gone bankrupt as a result of its intellectual property and technical partners allegedly been stolen by the NIMC.

The National Identity Management Commission categorically denies all the allegations in the report and reject in its entirety the provocative and disrespectful attempt by the Mr. Aladekomo led Management of Chams Plc to blame NIMC for its poor performance which has resulted in the reported shut down of Chams City Project operations, perhaps including the suspension of the Chams Plc shares from trading on the Nigerian Stock Exchange sometime ago.

NIMC set to Deploy Authentication and verification Service link to MDAs, Banks



The National Identity Management Commission (NIMC) said it has completed all plans to deploy the National Identification Number (NIN) authentication and verification Service link to all Ministries, Departments and Agencies (MDA’s) and Banks.


The General Manager, Information Technology and Identity Database (IT/IDD), Mr. Chuks Onyepunuka, in an interview, stated that the deployment was part of the Commission’s strategy to ensure the proposed September commencement of the mandatory use of NIN.

According to him, all Government institutions and Agencies who require the biometrics of individuals to offer functional services or for security reasons are required by Law to key into the NIMC National Identity Database for the purpose of identity management and verification.

He noted that NIMC has before now, deployed the authentication and verification service link to the office of one of the security agencies and would soon after extend to other security agencies. The NIMC is now set to deploy a pilot phase to MDA’s and Banks.

Mr. Onyepunuka further noted that NIMC is discussing with on the MDA’s and Banks to enable them ascertain the infrastructure to achieve the deployment of the NIN authentication and verification service link to their various offices nationwide.

These institutions include the banks, Nigeria Immigration Service (NIS), Ministry of Aviation, Joint Tax Board (JTB), State House, National Universities Commission (NUC), National Pension Commission (PenCom), Joint Admissions and Matriculation Board (JAMB), National Health Insurance Scheme (NHIS), Federal Road Safety Commission (FRSC), Federal Inland Revenue Service (FIRS), etc.,” he further noted.

At a commercial demonstration session which held at the NIMC headquarters recently, Mr. Onyepunuka disclosed that the verification and authentication of the NIN can be done at two levels: the online, which has two approaches, and the offline platform.

“The online version has the web portal approach used for NIN verification alone; while the desk top is a robust windows based approach that allows an individual or organisation to conduct the NIN, Fingerprint, demographics and document number verification,” he said.

He explained that on presentation of the NIN or the fingerprints, the individual or organisation requesting such proof shall utilise the online National Identity Management System (NIMS) NIN verification service through the authentication and verification Clearing House to confirm such identity.

He added: “For the offline platform, on presentation of the National Electronic Identity Card, the individual or organisation requesting such identity, shall authenticate the identity by conducting a Match on Card verification (MoC), an irrefutable offline confirmation by requesting the person to provide his finger prints on a card reading device to enable the matching of the finger print provided with the finger prints stored in the chip of the National eID Card.”

He further explained that the individual or organisation requesting such a proof has access rights and privileges to determine what category of verification he is allowed to conduct on the individual and what category of data he is allowed to view.

He urged Nigerians to take advantage of the over 400 enrolment centres nationwide to enrol for the NIN because no government agency/institution, bank, or insurance company, etc., offering services and/or involved in transactions requiring the identity of an individual, will be allowed to conduct such a transaction without first demanding for the NIN. 

“Eligible applicants are urged to utilize the NIMC pre-enrolment portal, https://penrol.nimc.gov.ng, to pre-enrol for the NIN before proceeding to any NIMC enrolment centre closest to them for biometrics data capture.” He reiterated.

NIMC, PENCOM Deepen Partnership for National Development



The National Pension Commission, has pledged to hasten the process of harmonising and integrating the PENCOM database with the National Identity database to ensure complete synergy with the National Identity Management Commission (NIMC).

The Director General, PENCOM, Mrs. Chinelo Anohu-Amazu, was speaking when the Director General/CEO of the National Identity Management Commission (NIMC), Barrister Chris ‘E Onyemenam paid her a courtesy visit at the PENCOM Headquarters last Wednesday 29th July, 2015 to further review collaborations.

According to Mrs. Anohu-Amazu, PENCOM is a sister organisation to NIMC, and where we are now is a clear indication that we are working towards the same goal and must work together, to ensure that our organisational roles and mandates are achieved seamlessly.

She noted that PENCOM is poised to serve not only the pensioners of today, but the contributors to the various pension funds who are they pensioners of tomorrow. “There has always been a great need for proper identification and verification in the pension industry to ensure little or no case of identity theft. It’s a good thing that NIMC and PENCOM are poised to make a positive impact and contribute to the country’s economy and development.

Mrs. Chinelo Anohu-Amazu further noted, “The NIMC Idea in PENCOM’s estimation is a fabulous idea. Long before the inception of the highly structured Pension industry that exist today, there has been a fundamental need for a foundation Identity Database which all the Agencies and private organisations can fall back on at any given time, and we are glad that NIMC has put such structure on ground.”

She explained that PENCOM is mandated by law to run its own Funtional database, but will also ensure that the PENCOM database remains in harmony and in sync with the foundation database of NIMC. “PENCOM has regularly engaged and will continue to engage NIMC to ensure that we are in complete synergy with NIMC.”

“While managing PENCOM's functional database, we strive to continually take cues from NIMC's expertise in identity management and we are indeed excited about the future as we continue to partner,” she said.



The Director General, NIMC, in his response, noted that NIMC’s core mandate is identity management. “The major reasons for identity theft and fraud related activities in the country is the lack of record keeping. Over the decades, Nigeria didn’t have an identity database, which made identity theft and fraud very commonplace among Nigerians.”

He stated that a lot of people are known to have multiple identities that they use for varied reasons. “This is costing the Pension industry, the bank industry and the likes, hundreds of millions of naira annually, thus the need for a central database to check the number of times people change their names and identities.

The NIMC DG explained that with the National Identity Database now in place, every individual who enrolls into the database is allowed to lie to the system just once; because once the details are captured, it is stored against the individual’s biometrics and headshot so that in the next 20 years or more, the same details can be referred to with the help of the National Identification Number (NIN).

“Cases of ghost workers, falsification of age and names, fraud, identity theft, etc., are some of the problems faced in our industry that will be curtailed and eliminated with a centralized identity database, replete with biometric information,” he added.

The issuing authority for National Identity, the National Identity Management Commission (NIMC) has put 1st September, 2015 as commencement date  in which all transactions involving the identification of individuals must be done with the National Identification Number (NIN).

 The Commission is therefore calling on all Nigerians to avail themselves the opportunity of enrolment into the National Identity Database and be issued a National Identification Number (NIN), which is the single version of truth and the foundation identity. NIMC had in recent Newspaper advertorials between 27th April– 4th May, 2015, stated that the use of NIN shall become mandatory as from September 1, 2015, for all transactions offered by applicable government institutions.

NIMC EMERGES WINNER AT SMART CARD & PAYMENTS AWARD MIDDLE EAST 2015 IN DUBAI

 The Cards & Payments Awards (Middle East) 2015, was recently held on the 12th &13th of May, at the International Convention and Exhibition Center, in Dubai UAE. 

The NIMC, entered for this year's edition of the prestigious awards and was nominated in the "Best Payment Initiative Africa" Category.

The Commission emerged WINNER out of all entrants in the category for the payment applet on the new National e-ID Card. On hand to receive the award on behalf of the Director General (NIMC), Barr. Chris Onyemenam, was Head Business Development and Commercial Services, Dr Robert Attuh. 

The event brought together regional and International experts from the payments and commerce industry to debate the future of money and the business of payments. The event enters its 16th season this year.

PICKETING OF NIMC: THE FACTS AND THE FALACY

      On Tuesday May 12, 2015, the Association of Senior Civil Servants of Nigeria, ASCSN, made good its threat, widely published in the newspapers recently, to PICKET the National Identity Management Commission (NIMC) over claims that Management planned to ‘sack over 1,000 staff’ who are members of the ASCSN.

They further alleged impunity on the side of Management, claimed that the NIMC under the leadership of the Director General, Chris ‘E Onyemenam, whom the Union wanted sacked by the Government, had not delivered on the mandate of the NIMC, in particular, the issuance of national eID Cards. They further alleged financial misconduct, corruption and unfair labour practices.

During the picketing action, today, the ASCSN prevented staff members of the NIMC who are members of the Senior Staff Association of Communications, Transportation and Corporations, SSACTAC, from entering the office in Lagos, Minna and our Head Office here in Abuja. Picketing does not mean locking out staff members by another Union whose members have a criminal case to answer.

The Senior Staff Association of Communications, Transport and Corporations (SSACTAC), representing thousands of National Identity Management Commission (NIMC) staff has condemned the Association of Senior Civil Servants of Nigeria (ASCSN) on the recent statement credited to it, which called for the sack of the Director General/ CEO of NIMC.
The union in a statement signed by the President, (SSACTAC, NIMC Branch), Comrade Lukeman Ibrahim said the association of senior civil servants of Nigeria has shown from its recent outburst a total lack of intellectual understanding for identity management globally and in the country.

VICE PRESIDENT ARCH. NAMADI SAMBO RECEIVES HIS NATIONAL NATIONAL e-ID CARD

The Vice-President, Arch. Namadi Sambo, was issued his National e-ID Card  on the 4th of May , 2015 at the State House, Abuja.

The Director General/CEO National Identity Management Commission (NIMC), Barr. Chris Onyemenam and Senior Management Staff of the Commission were on hand to issue and monitor the card activation process.

The Vice President who expressed his satisfaction on the card activation process, commended the Director General and the Commission for a good job welldone.
 He said, "One of the militating issues Nigeria has been facing is the problem of Identity Management of its citizens and you are addressing this issue, thank you so much and the government will support you in order to achieve this great feat, so that by 2019 Nigerians can use the National e-ID card to vote."

NIMC Discovers 406 Staff with fake Promotion, Conversion Letters

The National Identity Management Commission (NIMC), has discovered 406 Staff of the Commission with fake appointment, promotion, conversion and upgrading letters who have been benefiting financially from the fraud.

The irregularities was discovered during the staff audit and verification exercise to absorb and integrate about 1000 staff of the Department of National Civil Registration (DNCR) and the Office of the Head of Civil Service of the Federation (OHCSF) that were bequeathed to NIMC.

The audit was part of the background checks regularly conducted by the NIMC on its staff, to avoid compromising the National Identity Database (NIDB). It is also part of the Commission's continued efforts, to ensure that the National Identity Management System (NIMS) project is in a way endangered.

At the initial stage, the audit turned up some fake and unverifiable appointment/promotion/conversion letter belonging to some staff of the defunct DNCR. Against this background and for the purpose of justice, equity and fair hearing, the deflaulters were queried appropriately.

A number of persons were cleared after a rigorous process that involved a sustained background check and confirmation of tendered documents as response to the queries,  while some others were to be subjected to further investigation through a valid disciplinary committee set up to determine the veracity of their claims.

Following all of these due processes and a right to fair hearing, NIMC discovered that 406 Staff obtained fake conversion, upgrading, appointment and promotion letters.

NIMC wishes to state that it remains committed to zero tolerance policy on corruption and fraud related offenses and will not be seen to lack in its effort to maintain the integrity of the NIMS, hence the reason to do the needful with the defalulters who have been sacked and will be handed over to the relevant security agencies to deal with the criminal aspects.

No individual, union or group under any guise will be allowed to compromise or undermine the nine years of the country's investment and efforts in achieving identity management system.

The Commission also wishes to add that the distribution and issaunce of the National e-ID Card has commenced in batches in the 36 state capitals and the FCT. All registered applicants are advised to proceed to the centre of enrolment once he/she receives an SMS from NIMC.

NIMC GETS NOMINATIONS FOR BEACON OF ICT DISTINGUISHED LECTURE/AWARDS SERIES 2015

The National Identity Management Commission (NIMC) has been nominated in two categories for the Beacon of ICT Distinguished Lecture/Awards 2015. NIMC's Director General, Chris Onyemenam, has been nominated in the 'Man of the Year' category, while the Commission got nomination in the 'Government Agency of the Year' category.

The BoICT Awards is an annual ceremony which recognizes stakeholders contributions and commitments to the growth of the Nigerian ICT Industry.

The Award series, organised by Nigeria Communications Week, is scheduled for Saturday, April 26, 2015 at the prestigious Eko Hotels and Suites, Lagos. The theme for this year's award is :"Mobile Money & Financial Inclusion: Fueling IT with Telecommunications."

Winners are selected through a transparent voting process that is widely publicised online.

AUDITOR-GENERAL OF THE FEDERATION ENROLS FOR HIS NATIONAL IDENTIFICATION NUMBER (NIN)

The Auditor General of the Federation, Mr. Samuel Tyonongo Ukura, enroled for his National Identification Number (NIN) today at the Special NIN enrolment centre located within the premises of the Office of the Auditor  General for the Federation, Audit House, Abuja.

The National Identity Management Commission(NIMC) calls on all Nigerians and Legal residents who have successfully enroled for their NIN and have received their text message notification to proceed to the NIMC offices indicated in the SMS to collect their e-ID Cards.

SPEAKER HOUSE OF REPS, HON. AMINU TAMBUWAL AND HIS DEPUTY, RECEIVE THEIR NATIONAL e-ID CARDS IN ABUJA

Speaker of the House of Representatives Rt. Hon. Aminu Waziri Tambuwal and Deputy Speaker Rt. Hon.  Emeka Ihedioha were presented with their National e-ID Cards today at the National Assembly Complex, Abuja.

The card presentation was done in the office of the Honorable Speaker by the Director General and Chief Executive Officer NIMC, Barr. Chris Onyemenam, assisted by a NIMC card activation officer.

In a brief speech to journalists after the card presentations, Deputy Speaker Ihedioha, on behalf of the Speaker and himself, thanked and commended NIMC for the good job, he went on to add that the National Assembly would continue to support NIMC in ensuring the successful enrollment of every Nigerian and legal residents nationwide.

In a brief moment of absolute hilarity, Speaker Tambuwal sent news reporters and everyone present into laughter, when he was asked to enter a four digit PIN to activate the financial applet on the card he comically shielded the POS device from prying eyes with his 'babanriga'. Activation of the payment services on the card is optional to card recipients.

NATIONAL SECURITY ADVISER TO THE PRESIDENT, SAMBO DASUKI RECEIVES HIS e-ID CARD

The National Security Adviser to the President, Col. Sambo Dasuki (RTD) was issued his National e-ID Card today at the Office of National Security Adviser(NSA) in Abuja.  

The Director General and Chief Executive Officer NIMC, Barr. Chris Onyemenam accompanied by Senior Management of the Commission guided the card presentation and activation process.  

The Commission calls on members of the public who have received SMS notifications asking them to pick up their cards to proceed to the designated card collection centers and do so.

FORMER MILITARY PRESIDENT ABDUSALAM ABUBAKAR ENROLS FOR HIS NATIONAL IDENTIFICATION NUMBER (NIN)

Former Military President, General Abdusalam Abubakar and former First lady, Justice Fatima Abdusalam Abubakar enroled for their National Identification Number (NIN) today, at the National Identification Management Commission( NIMC) State office in Minna, Niger State.
On hand to supervise the enrolment process were some Senior Management Staff of the Commission. The former President expressed his happiness on enroling for his NIN.
In his own words "I am happy I have at last enroled for my NIN", he went on to advice Nigerians on the need to enrol for their NIN, which would be very useful in asserting one's identity anywhere in the world.

SERVICOM HOLDS ONE DAY SENSITIZATION PROGRAM FOR NIMC STAFF

A one day sensitization program was organised for  Servicom Staff of the Commission on the 5th February, 2015 at the NIMC Head Office, Abuja. The  training program focused on improving public service delivery in the Commission. The event was facilitated by Servicom Officers from the Office of the Secretary to the Government of the Federation.

ATTORNEY GENERAL OF THE FEDERATION ENROLS FOR HIS NATIONAL IDENTIFICATION NUMBER (NIN)

Attorney General of the Federation and Minister of Justice, Barrister Mohammed Bello Adoke (SAN), enroled for his National Identification Number (NIN) today at the Special NIN enrolment centre located within the premises of the Office of the Secretary to the Government of the Federation in Abuja.
On hand to receive the AGF and supervise the enrolment process was the Director General of the National Identity Management Commission, Barrister Chris Onyemenam accompanied by some Senior Management of the Commission.
The Permanent Secretary in the ministry, Mr. Yola Abdullahi had earlier enroled at the centre.

NIMC HOSTS 2nd INTERNATIONAL VENDORS' SUMMIT


The 2nd Edition of the International Vendors' Summit, which was organised and hosted by the National Identity Management Commission (NIMC), was held between 28th -29th of January 2015 at the training centre of the NIMC Headquaters in Abuja.

The event, which had in attendance top executives of vendor agencies, partners and stakeholders in the National Identity Management System (NIMS), was an interactive forum and an opportunity for the DG/CEO and top management of NIMC to interface with project partners and vendors to meet project timelines and objectives.

 A key consideration for this year's summit was how to evolve strategies to ensure that Nigerians and legal residents have their e-ID Cards issued on time.

NIMC STAFF AWARDS AND DINNER 2013/2014

The National Identity Management Commission held its inaugural Staff Awards and Dinner 2013/2014 on the 23rd of January , 2015 at the Nicon Luxury Hotel Abuja. The event which was anchored by the General Manager Corporate Communication Mr Abdul-Hamid Umar supported by popular Abuja based MC Nick B, was an opportunity for former management staff of the Commission , governing board members, management and staff to relax in an atmosphere of music, jokes and recognition of service.
